Law proposal: requiring an employee to answer

I call parliaments of every country to adopt the following law:

When somebody asks to be hired in a company, the company if disagree to employ him must send the rejected employer a letter with explanation why he was rejected.

Now potential employers may only tell fortunes why their employment was rejected.

After adoption of this law the employers will better know the labour market and this surely will lead to decreased unemployment and overall improvement of the labour market.

I suggest to create the specialized bureaus/agencies which would be a intermediary between a potential employer and a potential employee. Employers would send letters (or emails) with their employing proposal to such agencies and then the agency would follow the letters to the potential employees. This way the agency would be able to control whether a company answers to the employment proposal and have the ability to sue against an unresponsive employee,
